SUMMARY

North Dakota seeks a modern client management system to replace its current CMS, supporting correctional processes and integration with internal and external systems.

DESCRIPTION

The State of North Dakota is seeking a vendor to implement a modern client management system (CMS) to replace its existing platform supporting correctional processes. The envisioned solution must be scalable and capable of handling the complete lifecycle of correctional case management. It will serve both internal and external users by providing streamlined access to core functions and enhanced visibility into client status, concerns, and case planning.

The selected vendor will be responsible for ensuring comprehensive support for all core business processes, including the ability to evolve with strategic organizational needs. A key part of the project includes designing and executing a complete data conversion strategy to migrate information from the legacy system, validating the conversion through user acceptance testing, and making necessary adjustments to guarantee accurate and complete data transfer.

Additionally, the vendor will design, develop, and deploy interfaces to internal and external systems, which may involve system configurations or customizations. Deliverables include a testing management plan outlining the testing strategy, a training management plan, and detailed reporting on improvement opportunities. Requirements documentation must clearly outline system needs to guide prospective vendors, staff, and project team members in understanding and delivering the required solution. Questions regarding this opportunity must be submitted by January 21, 2026.
