DESCRIPTION


The Commonwealth of Massachusetts is seeking a qualified vendor to design, develop, and implement a comprehensive statewide online portal for clean energy siting and permitting. The objective is to modernize and streamline the state’s regulatory workflows by replacing fragmented and manual processes with an integrated digital solution.

The new system will manage all aspects of energy infrastructure permitting, including pre-filing, application submission, review and decision-making, public comment, and appeals. Key requirements include support for high application volumes, automation of workflow steps and procedural notifications, user-friendly public transparency tools, and real-time tracking of procedural deadlines. The platform must be scalable, secure, and interoperable, facilitating improved coordination among state and municipal agencies, and ensuring equitable access and visibility for all stakeholders.

A pre-bid meeting is scheduled for February 17, 2026. Interested parties must submit all questions by February 9, 2026.
