The authority requests information on vendors capable of providing Cisco hardware, software licenses, and installation services for government network operations in Virginia.

Be a Cisco Authorized Reseller capable of providing services in CONUS and OCONUS.
Provide a complete catalog of available Cisco products including commercial list prices, model numbers, PID/VID, and percentage discount offered.
Demonstrate capability to support nationwide installation or replacement of Cisco-branded equipment.
Possess national and OCONUS field technician coverage with qualified and cleared personnel.
Employ Cisco-Certified Technical Expertise (e.g., CCNA, CCNP, CCIE) with proven experience in installing Cisco infrastructure.
Demonstrate logistics and asset management capability for nationwide equipment handling, tracking, and deployment.
Maintain a project management infrastructure for nationwide rollouts, utilizing industry-standard tools.
Provide 24/7 help desk and deployment support with a tiered structure.
Demonstrate scalability and surge capacity to handle high-volume or accelerated deployment schedules.
Be capable of providing requested Cisco products under Government-Wide Acquisition Contracts (GWACs), GSA Federal Supply Schedule(s) (FSS), or NASA SEWP GWAC.
Be recognized by Cisco Systems, Inc. as holding validated expertise in relevant Cisco portfolio(s) (e.g., Networking, Security, Collaboration, Cloud and AI Infrastructure, Splunk, Services).
Comply with DOI IT Cybersecurity and Privacy Control Standards, privacy policies, and all federal regulations and guidance, including FISMA, FedRAMP, Section 208 of the E-Government Act, Privacy Act of 1974, FIPS, NIST 800-Series SPs, and OMB Circular A-130.
Ensure contractor information systems comply with FISMA and provide Assessment and Authorization (A&A) documentation.
Ensure contractor cryptographic modules comply with NIST FIPS 140.
Ensure access to government data stored outside DOI-managed data centers complies with Trusted Internet Connections (TIC) requirements.
Ensure all contractor personnel requiring access to DOI information data and/or systems are cleared at appropriate levels (NACI, LBI, MBI, BI).
Perform monthly vulnerability scanning on all IT systems providing services to DOI and remediate vulnerabilities.
Ensure all cloud-hosted services comply with DOI cloud hosting program guidelines.
Ensure all Enterprise Architecture related component acquisitions are IPv6-compliant.
Meet continuous monitoring requirements, including account, vulnerability, patch, antivirus, malware, event, configuration, license, and incident management.
Ensure contractor employees complete annual Information Technology Security Awareness Training.
Comply with FISMA reporting requirements and adhere to NIST 800-53 for annual assessments.
Comply with DHS and other government oversight bodies regarding cybersecurity mandates.
Report all information security incidents to DOI CIRC within 1 hour of becoming aware.
Comply with Privacy Act of 1974 requirements and privacy controls (NIST SP 800-53, FIPS 199, FIPS 200).
Report PII breaches to DOI CIRC within 1 hour of discovery.
Ensure contractor employees complete privacy awareness training annually.
Ensure ICT products, platforms, and services conform to the Revised 508 Standards (36 CFR § 1194.1).
Provide an Accessibility Conformance Report (ACR) for commercially available ICT items.
Ensure contractor personnel possess necessary knowledge, skills, and abilities for Section 508 Standards.
Comply with all applicable records management laws and regulations, including the Federal Records Act.
Coordinate with Departmental and Bureau Records Management Programs for record identification, storage, retrieval, preservation, access, control markings, and disposition.
Manage all records created for government use in accordance with federal law.
Immediately notify the Contracting Officer of any inadvertent or unauthorized disclosures of information.
Obtain the Contracting Officer's approval prior to engaging subcontractors requiring disclosure of information.
Use government IT equipment only for purposes specifically tied to or authorized by the contract.
Do not create or maintain any records containing non-public DOI information not authorized by the contract.
Do not retain, use, sell, or disseminate copies of Privacy Act information.
Acknowledge that the Department owns the rights to all data and records produced under the contract.
Ensure all contractor employees assigned to the contract take DOI-provided records management training.
Ensure all contractors gaining physical or logical access to federal systems have current and approved security background investigations.
Manage Controlled Unclassified Information (CUI) in accordance with applicable laws, regulations, executive orders, and policies.
Ensure contractor controlled computer systems housing CUI follow NIST SP 800-171 Rev. 2.
Follow incident response procedures in the DOI Incident Response Policy and Plan if CUI information is compromised.
Ensure individuals working with sensitive information complete CUI training.
Comply with the Paperwork Reduction Act of 1995 if the contract seeks information from ten or more members of the public.
