The solution must be a secure, modern Software as a Service (SaaS) platform accessible through both internal and external portals. Key requirements include strong security and privacy safeguards to protect sensitive data, as well as comprehensive features covering applications, assessments, facility reporting, and subsidy payments—including updates and adjustments to subsidy rates.
The platform should offer advanced financial management capabilities, facility licensing, child enrollment, workforce certification, diversity services, capital tracking, and extensive reporting functionalities. It must present an intuitive user interface, support policy and program changes with flexibility, and automate workflows for business processes related to diversity and inclusion, eliminating the need for manual, paper-based tasks.
Vendors are expected to provide a logical diagram illustrating the solution’s components and connections, along with a roadmap for ongoing product enhancements. The anticipated contract duration is three years.
