DESCRIPTION


The Federal Highway Administration, Central Federal Lands Highway Division (CFLHD), intends to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for architect-engineer (A-E) design services. The contracts will provide professional engineering and construction services for Federal Land Management Agencies and other government entities, focusing on road, bridge, and trail projects across Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming.

Projects under these contracts will involve improvements to low-volume and low-speed roadways, including 3R (resurfacing, restoration, and rehabilitation) and full reconstruction, as well as bridge, trail, and parking lot projects, frequently in environmentally sensitive areas. The scope of services includes transportation planning, scoping, preliminary and final design, project management, highway and structural design, surveying, mapping, environmental compliance, geotechnical, hydraulic, and hydrologic engineering, right-of-way and utility services, and post-design support.

Contracts will be structured as IDIQ agreements with a combined not-to-exceed value of $60 million over five years, with work assigned through individual task orders. Licensed and certified small businesses, including HUBZone, woman-owned, 8(a), and service-disabled veteran–owned firms, are especially encouraged to express interest by the deadline. Registration under NAICS code 541330 (Engineering Services) and System for Award Management (SAM) certification is required.
