Provide one annual upgrade for all supported Centracs software remotely.
Deliver ongoing technical support for Centracs software via multiple channels.
Furnish dedicated Web Portal Access for support ticket management.
Perform all software installation, initial setup, and configuration tasks.
Specify software delivery method, login, and system requirements.
Specify Publisher's standard warranty, maintenance, support period, and service levels.
Provide standard product maintenance and support services including updates, patches, and fixes.
Propose additional or enhanced maintenance and support plan options.
Follow agreed Patching/Upgrade process and TxDOT CAB procedures.
Provide support documentation including policies, FAQs, SLAs, and online guides.
Provide standard functional and system user training with comprehensive documentation.
Develop and present a detailed training plan and curriculum tailored for TxDOT.
Conduct train-the-trainer or system user training sessions.
Comply with Artificial Intelligence requirements as detailed in Attachment A.
Ensure vendor employees/subcontractors with TxDOT computer access complete cyber security training.
Submit prices on a firm, all-inclusive, fixed-price basis.
Include all shipping, handling, delivery fees, and fuel surcharges in unit prices (F.O.B. destination).
Pay subcontractors within 10 days of receiving payment from TxDOT.
Ensure vendor and subcontractors do not discriminate based on protected characteristics.
Utilize the E-Verify system for all employees performing duties in Texas or the United States.
Certify compliance with Texas Health and Safety Code §161.0085(c) regarding COVID-19 vaccination passports.
Certify compliance with Government Code §2274.002 regarding firearm and ammunition discrimination.
Certify compliance with Government Code §2275.0102 regarding the Lone Star Infrastructure Protection Act.
Certify compliance with Government Code §2276.002 regarding boycotting energy companies.
Certify compliance with Section 889 of the 2019 National Defense Authorization Act regarding foreign adversaries.
Submit detailed and correct invoices by the 15th day of the month after goods/services are provided.
Submit electronic invoices as email attachments with specific required information.
Submit documentation validating invoice charges prior to invoice submission.
Ensure a minimum of one English-speaking employee is on the job at all times.
Ensure all employees are well-groomed and appropriately dressed on TxDOT property.
Provide all necessary labor, material, and equipment.
Ensure all employees are a minimum of seventeen (17) years of age.
Immediately remove any employee or subcontractor deemed objectionable by TxDOT.

Ensure the response is irrevocable for 120 calendar days.
Provide descriptions of business continuity and disaster recovery plans, if required.

The solicitation closes on March 25th, 2026 at 3:00 PM Central Time. The tentative date for contract award is May 29th, 2026. The initial contract term will commence upon execution and expire on May 31st, 2027. There are three one-year renewal options: June 1st, 2027 through May 31st, 2028; June 1st, 2028 through May 31st, 2029; and June 1st, 2029 through May 31st, 2030.
