SUMMARY

A Tennessee-based RFP seeking a CCR platform to support academic planning, career exploration, scholarship management, and AI-enabled counselor tools for grades 6–12.

KEY REQUIREMENTS

Provide a high school-focused college and career readiness digital platform supporting grades 9-12, maintaining continuity from K-8
Enable students, families, and staff to plan, build, and track all elements critical to postsecondary readiness
Protect Student Data and Information (SDI) including Personally Identifiable Information (PII)
Comply with Family Educational Rights and Privacy Act (FERPA), Children's Online Privacy Protection Act (COPPA), Protection of Pupil Rights Amendment (PPRA), and Student Online Personal Protection Act (SOPPA)
Use or disclose SDI only as required to execute the services
Prohibited from using SDI for marketing or advertising to students or families/guardians
Prohibited from analyzing or mining SDI for any purpose other than delivering or improving the services for MNPS
Hold subcontractors to the terms of this Agreement
Promptly notify MNPS if SDI is disclosed for legal/regulatory compliance, judicial process, or security protection
Provide primary and alternate security contacts to MNPS
Document and log the identity of all persons having access to SDI
Implement reasonable administrative, physical, and technical safeguards to protect SDI
Store, back up, and serve MNPS's SDI only on hardware located physically within the United States
Use generally accepted industry best practices for secure data transmission
Have the capability to provide audit trails and/or reports of MNPS user activity
Securely store audit trails, MNPS user activity, and system generated logs using industry best practices
Conduct system level testing whenever new functionalities are added to the system
Maintain a documented Business Continuity Disaster Recovery Plan following industry best practices
Maintain physical access controls to on-premises data centers that store SDI
Conduct security criminal history screening of employees with access to SDI
Immediately notify MNPS of any unauthorized disclosure, access, or use of SDI
Cooperate with MNPS in investigating security incidents, breaches, or loss of SDI
Provide specific information about security incidents within five business days of discovery
Provide MNPS prior review of all press releases and communications to affected parties
Establish procedures to investigate and mitigate security incidents and protect against future occurrences
Ensure any agent to whom SDI is provided agrees to the same terms of this Agreement
Make internal practices, books, and records available for audit by MNPS (not more than once annually)
Maintain Cyber/Privacy insurance policy ($1,000,000 for less than 25 schools, $2,000,000 for 25 or more schools)
Indemnify, hold harmless, and defend MNPS from claims arising from non-permitted use or disclosure of SDI or other breach
Return or destroy all SDI upon termination of the Agreement, as determined by MNPS
Comply with MNPS travel procedure 2.804.1p for travel related expenses
Within fourteen calendar days of receiving payment from MNPS, pay all subcontractors, subconsultants, laborers, and suppliers
Maintain Commercial General Liability Insurance in the amount of $1,000,000
Maintain Automobile Liability Insurance in the amount of $1,000,000 (if coming on-site or making deliveries)
Maintain Professional Liability Insurance in the amount of $1,000,000
Maintain Technological E and O Coverage in the amount of $1,000,000
Maintain workers' compensation insurance with statutory limits and Employer's Liability Insurance with limits of no less than $100,000 (if applicable)
Comply with Public Chapter 587 of 2007 (Tennessee Code Annotated Section 49-5-413) regarding criminal history records checks for employees having contact with students or entering school grounds
Keep in strict confidence all records and information pertaining to MNPS's individual students and children
Warrant that goods provided, including software, shall be free of any defects for one year from delivery/installation
Grant MNPS a license to use any software or proprietary material provided
Comply with applicable federal, state, and local laws and regulations
Certify compliance with the Iran Divestment Act (Tennessee Code Annotated §12-12-101 et seq.)
Certify compliance with the Boycott of Israel Act (Tennessee Code Annotated Title 12, Chapter 4, Part 1)
Certify not presently debarred, suspended, or proposed for debarment by any federal or state department or agency
Support minimum operating standards for Laptops/Desktops (Quad-Core 2.5GHz, 8GB RAM, 128Gb SATA Hard drive, 1GB wired ethernet and/or 802.11x, 1920x1080 resolution)
Meet minimum operating system standards for Windows PC (Windows 10 (22H2), current C2R MS Office, Microsoft Edge Browser, .NET 3.5 SP1/.NET 6 LTS/.NET 7)
Meet minimum operating system standards for Apple MAC (Mac OS version 10.15, current C2R MS Office, latest Web Browser)
Support operation using both a 1 GB wire-based connection and an 802.11x wireless connection
Operate normally on an existing wide area network infrastructure with a minimum of 100 Mb metro-fiber and 30 Gb shared internet egress capacity
Confirm server configurations with redundant network connections to diverse switches within MNPS data center(s) to support SAN connectivity
Utilize Microsoft Operating System (Server 2019) and Microsoft SQL Database (2019) as a minimum platform of operation (if on-premises)
Provide an expected hardware architecture to support the operation of the solution (if on-premises)
Utilize an F5 load-balancer if user load balancing is required
Clearly identify product support options (hours, days, holiday availability, tier structure)
Describe security mechanisms for data transmission (SSL, VPN, etc.)
Describe security involved in data storage and tenant segregation (if cloud/hosted)
Encrypt records in a database
Ensure no data is accessed, transmitted, or stored outside the United States
Describe procedures for emergency access to the system/application/data

DESCRIPTION

The issuing organization seeks a vendor to provide a comprehensive CCR (College and Career Readiness) platform. The platform must track students' real-time progress toward graduation requirements and enable students to monitor course completion and remaining requirements.
