SUMMARY

RFP for a centralized cash receipting and payment software system for citywide municipal services in Utah, supporting integration with Workday ERP and multiple transaction channels.

DESCRIPTION

The City of Utah is seeking a vendor to provide a centralized cash receipting and payment software system to support citywide municipal services. The proposed solution should facilitate payment collection processes both in-person and online, with full integration to the city's existing utility billing system, Spry Point, as well as the Workday ERP suite—including modules such as Accounts Payable, General Ledger, Revenue, and Customer Accounts.

Key system requirements include real-time posting to the general ledger, advanced barcode scanning, and flexible receipt printing capabilities. The software must support configuration of receipt formats, QR/barcode embedding on invoices with payment details, and offer comprehensive cash drawer and safe reconciliation processes. Additional functionalities should encompass support for multiple cash registers, department-specific cash batch processing workflows, detailed end-of-day balancing, and robust bank deposit management tools.

The system should allow for both manual and automated batch processing, flexible tender and payment workflows, and the ability to process multiple payment methods in a single transaction. POS terminal integration across departments, offline payment entry, and secure upload functions are essential. User role management, a full audit trail, and comprehensive transaction history with internal comment capabilities are also required features.

Vendors are to submit their questions regarding this opportunity by February 19, 2026.
