DESCRIPTION


A comprehensive, integrated Case Management System (CMS) is sought to support the administration and management of treatment courts in Pennsylvania. The system must allow for the collection, management, and analysis of program data, facilitating communication and coordination among treatment court team members. It is essential that the CMS can effectively coordinate, manage, and evaluate various treatment court programs including Adult Drug Courts, Juvenile Courts, Veterans Courts, Mental Health Courts, and Family Treatment Courts at both the program and state levels.

The CMS should provide flexibility for future program expansion and the integration of emerging best practices. Key features include the aggregation and reporting of data across multiple programs, creation and management of participant records, documentation of participant activities, and robust task and workflow management capabilities, including bulk actions. The system must support collaboration and secure information sharing among authorized users statewide, and be scalable to accommodate new or innovative treatment court programs as they are implemented.

The required go-live date for the new CMS is on or before March 31, 2027. Questions regarding the project must be submitted by May 11, 2026.
