DESCRIPTION


The government authority in Lanett, Alabama is seeking a contractor to provide comprehensive capital needs assessment and environmental review support services. The contractor will be responsible for all labor, supervision, field inspections, data collection, cost estimating, CNA e-Tool support, environmental due diligence, radon coordination, report preparation, and all related tasks needed to successfully complete the services.

Vendors will need to plan and execute inspection processes, conduct component inventories, perform useful life and replacement analysis, create cost estimates, schedule reserves for replacement, and deliver detailed photo documentation and narrative findings. CNA e-Tool compatible outputs and final deliverables in both searchable PDF and editable formats (including Excel schedules for major components and pricing data) are required.

Environmental review support includes assembling documentation, developing review strategies, supporting HUD Part 50 review submissions, and responding to HUD queries. Additional responsibilities involve coordinating radon review and testing, as well as facilitating or pricing for Phase II investigations and analyses related to asbestos, lead-based paint, accessibility, noise, floodplain, wetlands, historic preservation, and other specialized topics.

The contract will span one year. Proposals should clearly describe outreach, teaming, subcontracting, and workforce strategies to meet participation goals. All questions regarding this RFP must be submitted by April 30, 2026.
