The selected vendor will facilitate the development of a comprehensive six-year Capital Improvements Program (CIP) for a government authority in Charlotte, Michigan. This CIP will serve as a strategic roadmap for the organization's physical and infrastructure investments, prioritizing fiscal responsibility and alignment with community objectives.
Scope includes aggregating data and drafting a document covering key areas such as water and wastewater facility improvements, transportation projects including street reconstruction and non-motorized enhancements, upgrades to public spaces and recreational facilities, downtown utilities and parking, maintenance and upgrades of city facilities, and scheduling fleet and equipment replacements for fire, police, and public works.
The vendor will be responsible for reviewing existing studies, master plans, and cost estimates, as well as conducting workshops with staff to refine project listings and timelines. Additionally, they will prepare financial summaries, identify funding sources such as grants and bonds, and create a visually accessible final document suitable for public review.
