The Department of Veterans Affairs, Network Contracting Office 6 (NCO 6), is conducting market research to identify potential sources for a Campus Energy Management System project at the W.G. Hefner VA Medical Center Campus in Salisbury, North Carolina. The project requires construction services that include the provision of all labor, materials, tools, equipment, transportation, supervision, coordination, and related services necessary to implement Project #659–22–100.
The scope of work includes modifications to the existing network and cabling infrastructure for system integration, the installation of new Desigo panels, and replacement of Tridium/Niagara controls with BACnet, Siemens Desigo-compatible controllers and sensors, as needed. Additional tasks involve installing a new Siemens server, updating graphical user interfaces with new floor plans, equipment panel and controller installations, networking (Ethernet and BACnet MSTP) modifications, replacing pneumatic terminal unit controllers, and removing the compressed air system for control components. The full solution will cover all aspects of hardware, software, installation, wiring, programming, system graphics, alarms, scheduling, trending, and networking requirements in accordance with VA standards.
The anticipated magnitude of construction is between $2,000,000 and $5,000,000, with a period of performance of 365 days from the issuance of a Notice to Proceed. All interested parties—including small businesses, SDVOSBs, VOSBs, and large firms—are encouraged to respond to support the development of the acquisition strategy and potential set-aside determinations. Respondents should provide details such as company information, experience with similar projects, capabilities statement, size classification, proposed NAICS/PSC code (if different), and responses to project-specific questions as outlined in the notice.
