This RFP seeks a vendor for the production and installation of various interior and exterior signage elements for a campus center in Washington.

All communication with Bellingham Technical College during the RFP process must be in writing via email or WEBS.
Follow the specified format for preparing the proposal, providing point-by-point responses.

Submit the proposal on time by the due date and time.
Proposals must be typewritten or in ink.
Contractor/Vendor name must appear on all pages of the proposal.
Emailed proposals are preferred, using the specified subject line format.
Sign all original proposal documents mailed via US Postal Service in 'blue ink'.
Mail samples of products to the Director of Purchasing prior to the bid close.
Become familiar with and follow current federal, state, and local laws, statutes, regulations, and ordinances.
Visit the service location as required to verify environmental factors.
Comply with Washington State RCW 39.12 regarding Payment of Wages on Public Works and file certified payroll reports.
Submit a letter of interest (max 2 pages) including legal name, State of Incorporation, UBI, Federal Tax ID, DUNS (if available), and a single point of contact.
Submit the body of the proposal (max 10 double-sided pages) addressing the evaluation criteria.
Include full resumes for key team members, required certifications/licenses, and proposal forms in the appendices.
Comply with all detailed specifications outlined in the RFP.
Be licensed to conduct business in Washington and registered with the WA State Department of Revenue.
Provide a list of three client references from higher education, government, or public education clients for similar projects.
Certify compliance with all applicable civil rights requirements.
Certify compliance with statutory nondiscrimination clauses for state contracts.
Certify whether the firm requires employees to sign mandatory individual arbitration clauses or class/collective action waivers.
Certify regarding any contract terminations for default or cause within the last three years.
Certify regarding payment of all taxes due to the State of Washington.
Certify financial solvency.
Certify current lawful registration in Washington and the jurisdiction where organized.
Certify registration with the Washington Secretary of State and provide UBI number, or commit to registering if designated as apparent successful bidder.
Certify registration with the Washington State Department of Revenue and provide UBI number, or commit to registering if designated as apparent successful bidder.
Certify whether subcontractors will be utilized and provide their details if applicable.
Certify Washington Small Business status if applicable.
Certify Certified Veteran-Owned Business status if applicable.
Provide a current, valid Certificate of Insurance for all required coverages or commit to obtaining it within 24 hours of designation as apparent successful bidder.
Maintain Workers' Compensation Insurance.
Obtain and keep in force Commercial General Liability, Business Auto Policy, and other specified insurance with minimum limits.
Name Bellingham Technical College as an additional insured on all general liability, umbrella, excess, and property insurance policies.
Provide 45 or 20 days written notice for policy cancellation/non-renewal, depending on RCW.
Ensure insurance carrier has a rating of A- Class VII or better.
Accept State of Washington Purchase Order with payment terms of credit card or Bellingham Technical College check with NET 30 terms.
Submit a W-9 form.

The selected vendor will be responsible for the production and installation of signage within the campus center building. Required services include fabricating and installing blade signs, elevator directories, main stairwell directories, window privacy frosting, and exterior building identification signage.

Vendors are required to address all project specifications and ensure that the signage enhances wayfinding, privacy, and building identification throughout the campus center. Interested contractors must submit all questions regarding the solicitation by March 18, 2026. A pre-bid conference is scheduled for March 17, 2026, to review project requirements and answer vendor inquiries.
