Delaware is seeking a vendor to provide a secure bureau reporting system designed to store and manage highly confidential data. The system must facilitate fraud case management from initial detection through to case closure while ensuring stringent data security and full compliance with applicable regulations such as the Gramm–Leach–Bliley Act and HIPAA. The solution should offer a secure, internet-based platform with at least 5GB of storage, T1 connection speed for shared system access, and standard internet protocol connectivity.
Vendors will be required to provide a comprehensive Software Licensing Agreement that outlines usage rights and restrictions, as well as clear definitions of data and software ownership. The scope includes system installation, upgrades, ongoing enhancements, and professional services such as training, consulting, development, and support. Additionally, the selected vendor must transfer historical data from the agency’s current system to the new platform within 30 days of contract execution, ensuring data integrity throughout the process. The contract will have a three-year term and requires clear definitions of payment terms, a service termination clause, and continued support for compliance and evolving agency needs.
