The city seeks a vendor to provide comprehensive budget software solutions, including the purchase, installation, implementation, and ongoing maintenance. The selected software must integrate seamlessly with the city's existing financial system (Workday), enabling the retrieval of capital project actuals and facilitating the creation of capital budgets. The system should be capable of storing at least ten previous fiscal years, the current fiscal year, and ten future fiscal years of budget data.

Key system requirements include the ability to distinguish one-time and recurring budget items, generate replacement and maintenance budgets based on item lifecycle and contributions, and load or validate budget information from third-party tools such as MS Excel and eBuilder. The solution must allow the creation of new capital budgets from historical data and support detailed submissions with multi-year, multi-funding, and matching fund options, while ensuring robust approval controls over budget modifications. Additionally, the system should clearly differentiate between capital and operational costs within proposals.
