The State of Maine is seeking a qualified vendor to provide budget software under a one-year contract. The desired solution must enable users to create multiple budget types based on account definitions, such as Operating and Capital budgets. The software should allow for the establishment of unlimited line-item accounts, including fields for departmental justifications and the flexibility to move line items between different sections or departments as needed.
Key requirements include the ability to stage budgets for historical reference, displaying at least two years of prior approved budgets and actual expenditures for each account. The solution must support locking budgets after approval, with editing permissions limited to authorized personnel. Integration capabilities are essential, specifically with Munis, and the software should support both importing and exporting data from Excel files.
Additionally, the software must facilitate multi-year Capital Improvement Plan (CIP) planning with integration into the operating budget and provide features for CIP breakdowns and descriptions. The contract will be awarded for a one-year term.
