DESCRIPTION

The County in Michigan seeks a vendor to provide a comprehensive budget and planning software solution, including an enterprise resource planning (ERP) system. The current platform in use is Tyler Technologies Enterprise ERP. The software should support both importing and exporting Microsoft Excel spreadsheets and facilitate the creation of a budget publication formatted to meet the Governmental Finance Officers Association Distinguished Budget Award guidelines. This publication will also serve as a tool to communicate the County's budget in an accessible manner, with graphics, charts, and tables for clarity.

Key features required include a planning and forecasting module capable of developing multi-year budget projections, a user-friendly interface for data management, and robust capabilities for budget analysis, decision-making, reporting, and document archiving. The ideal system will provide a public-facing, web-based portal to allow County residents access to publicly shared data.

Additional modules should cover Multi-Year Capital Improvement Plan (CIP) budgeting, personnel budgeting, operating budget entry and forecasting, budget book publication, reporting and dashboards, as well as key performance indicator (KPI) tracking and strategic planning.
