DESCRIPTION


The City of Doral, Florida is seeking proposals from qualified vendors to serve as the broker-agent of record for city employee health benefits and insurance services. The selected broker or consultant will be responsible for the full range of activities connected to the implementation, maintenance, communication, and enhancement of the City’s group health employee benefit plans.

Key responsibilities include collaborating with City leadership to develop, design, and strategically plan employee benefit programs, including ongoing benchmarking and modeling to control costs and reduce risk. Annual benchmarking reports providing comparative data from peer municipalities will be required to ensure the City remains competitive as an employer. The broker/consultant will analyze current plans, review past performance, research and design new benefits, and make recommendations appropriate to the City's needs.

Additional duties involve identifying opportunities for plan and vendor consolidation, implementing plan design changes aligned with the City’s benefits strategy, and providing clear communication to increase employee understanding of their benefits. The initial contract term extends for three years.
