The agency seeks a vendor to provide a comprehensive bookstore solution that delivers modern and affordable access to course materials. The selected solution should improve student access, integrate seamlessly with existing campus systems, and ensure transparent pricing for all users. The program must support the institution's transition from a traditional physical bookstore model to a virtual or hybrid course materials program, acting as an integrated extension of agency operations while maintaining institutional oversight and control.

Key requirements include robust account management and governance, advanced data access and reporting tools such as dashboards, real-time data access, and flexible data export/integration options (e.g., Excel, CSV, API). Secure, real-time integration with essential systems—including Student Information Systems (SIS), Learning Management Systems (LMS), and financial platforms—must be supported, utilizing standards like API, LTI 1.3, and secure file exchange. The solution should provide administrators with tools to monitor and manage orders, support faculty adoption workflows, and facilitate seamless program administration.

Ease of adoption, inclusivity, and equitable access are essential. The solution must integrate smoothly with the LMS, enable opt-out processes, support detailed reporting, and facilitate automated billing. Digital reading platforms should offer features like offline access, study tools, user-friendly interfaces, and accessibility accommodations. A focus on creating a transparent, intuitive, and accessible experience for all students is paramount.
