Questions must be submitted by April 14th, 2026 at 5:00 PM Central Time.

Sealed proposals shall be received no later than April 21st, 2026 at 2:00 PM Central Time.

Proposals received will be publicly opened and read aloud at April 21st, 2026 at 2:30 PM Central Time.

The selection of the Pool will be in effect from the date of selection through June 30th, 2031, with an option to extend for two years.

A government authority in Texas is seeking qualified vendors to provide comprehensive bond underwriting services. This includes handling various types of debts such as General Improvement Revenue Bonds, Revenue Improvement Bonds, Contract Revenue Bonds, and other financings tailored for effective and efficient project funding. The selected provider will be responsible for developing the structure and overall marketing strategy for debt transactions, working closely with agency staff, bond counsel, financial advisors, rating agencies, and other professionals to ensure successful coordination.

Key responsibilities include assisting in the preparation of Official Statements or Prospectuses with necessary official data, crafting investor presentations as required, and ensuring all information meets the standard requirements for public offerings. The provider will also be expected to coordinate communications, gather pricing views from co-managing underwriters, and handle conference calls and market updates. Additional tasks include assisting with the sale and delivery of bonds, preparing pricing books that summarize market conditions and sale terms, and providing primary and secondary market support for agency financing transactions. The underwriter should also advise on market timing and develop marketing plans for the bonds.
