SUMMARY

DISA intends to award a sole source contract to Point 3D, Inc. for the renewal of Bloom software subscription and support for the Puget Sound Naval Shipyard.

DESCRIPTION

The Defense Information Systems Agency (DISA) and the Defense Information Technology Contracting Organization (DITCO) intend to negotiate a sole source agreement with Point 3D, Inc. for the acquisition of a commercial-off-the-shelf subscription renewal of Bloom software. This service is required to provide continued support for the Puget Sound Naval Shipyard & Intermediate Maintenance Facility, with a base period from April 30, 2026, through April 29, 2027, and an additional one-year option period.

DISA has identified Point 3D, Inc. as the only source capable of furnishing all parts, support, and updates necessary under this requirement. The authority for sole source procurement is based on FAR 6.302-1, citing that only one responsible source is available to meet all agency requirements. Interested companies that believe they can fulfill these needs must submit a detailed capability statement within seven days of this notice. No solicitation will be posted due to the sole source determination. The applicable NAICS code for this procurement is 513210.
