Blockchain Tracing Software Supply, Implementation, Maintenance and Support Services

This RFP seeks vendors to supply, implement, maintain, and support two complementary blockchain tracing software solutions. The solutions will enhance investigative capabilities related to cryptocurrency and digital asset activity, enabling law enforcement to conduct effective investigations and provide independent validation of blockchain-based evidence for intelligence development and legal proceedings.

The investigative platform must allow for comprehensive tracing, analysis, and visualization of blockchain transactions across multiple networks, identify illicit or suspicious cryptocurrency flows, inform intelligence decisions, and support real-time or near-real-time data analysis. Additionally, the independent validation solution should replicate tracing results, verify transactional pathways, identify discrepancies, and support peer review and evidentiary confidence. Platforms must meet law enforcement requirements for security, user access, auditability, and compliance with privacy and evidentiary standards.

Vendors are expected to provide comprehensive training—including onboarding, foundational and advanced courses, best practices, and ongoing knowledge transfer—along with detailed documentation and user guides. The contract period will be for three years, and the supplier will be responsible for ongoing maintenance and support until the software's end of life.
