Blanket Purchase Agreement for 3M Medical Solution Products for Wound Care

The Indian Health Service, Shiprock Service Unit is conducting a market research initiative to identify capable Indian-owned economic enterprises, both large and small, as well as other qualified firms, that can provide a Blanket Purchase Agreement (BPA) for 3M Medical Solution Products tailored to the Wound Care department at Northern Navajo Medical Center. The planned period of performance includes a base period plus four option years.

The notice is issued as a sources-sought announcement to guide future procurement strategies, including consideration under the Buy Indian Act and potential set asides for small businesses. Respondents are asked to submit company and capability information that demonstrates experience with similar medical supply agreements, particularly for 3M branded products within the NAICS code 339113 (Surgical Appliance and Supplies Manufacturing), and to detail any socio-economic status, including Native American ownership. All interested parties must have valid registration in the System for Award Management (SAM.gov). This is not a solicitation and is for planning and market research purposes only.

Indian-owned Small Business Economic Enterprises (ISBEEs) and Indian-owned Economic Enterprises (IEEs) are especially encouraged to respond and must submit the required IHS IEE Representation Form. Submissions are to include company profile, documentation of business structure, socio-economic participation, and a brief statement of capability relating to the stated requirements. No technical proposals or extensive resumes are requested at this stage.
