DESCRIPTION


A government authority in Marion, Iowa is seeking a vendor to provide comprehensive benefits brokerage, consulting, actuarial valuation, and plan strategy and renewal services. The selected vendor will be responsible for analyzing medical and pharmacy claims and utilization trends on a quarterly basis, identifying key cost drivers, and offering actionable recommendations to manage or reduce plan costs.

Services will include development of plan design options with estimated financial and employee impact, support for annual renewal strategy—including funding and rate setting guidance—and conducting research and benchmarking in line with agency policy. The vendor should also provide revenue, claim cost projections, and assess the adequacy of projected fund balances.

Additional responsibilities cover stop-loss consulting, including contract review, renewal and marketing support, as well as assistance with retention recommendations and contract terms. The successful proposer will conduct an annual Pharmacy Benefits Manager (PBM) performance audit, support employee benefit communications, assist with benefit enrollment and administration operations, and either integrate with Employee Navigator or propose an alternative solution.
