The state of Georgia is inviting proposals from qualified vendors to provide a comprehensive benefits administration system, including software and implementation services. The selected vendor will deliver an integrated solution that supports a broad range of benefits administration functions, such as open enrollment management, employee self-service tools, and customized web platforms tailored to the state’s benefits offerings. Key system requirements include defined contribution capabilities, seamless carrier connectivity for data feeds, and robust payroll integration for calculating deductions and premium amounts. The vendor will also be responsible for processing new hires, managing life events, generating premium reports, and supporting consolidated billing and bill reconciliation.
Additionally, the system must facilitate the identification of COBRA-eligible participants, issuance of initial COBRA rights notifications, and provide direct COBRA billing and collections. Other essential features include a web-based self-service platform for both employees and administrators, single sign-on functionality, mobile access with responsive design, and customizable interface options such as logo and color updates. Real-time reporting, dashboard analytics, audit logs, and data validation functions are also required to ensure effective management and compliance. Vendors must submit any questions regarding the solicitation by January 16, 2026.
