The selected vendor will conduct a comprehensive review of the Public Works Department's operations to facilitate the creation of a long-term strategic plan. This initiative involves reviewing and synthesizing relevant city plans, policies, budgets, reports, and existing departmental documents. The vendor will evaluate the current operations, organizational structure, staffing, and service delivery practices throughout the department to identify opportunities for improvement.
Key responsibilities include effective project management, initiating a project kickoff, and conducting stakeholder engagement sessions, which may include interviews, workshops, surveys, or other suitable methods. A department-wide audit and operational assessment are required, accompanied by benchmarking against industry standards. Based on document review, stakeholder input, operational assessment, and benchmarking outcomes, the vendor will develop a strategic plan that encompasses a mission and vision framework, strategic priorities, goals, measurable objectives, and recommended performance metrics.
Deliverables will include both draft and final versions of the strategic plan, along with a final recommendations report that addresses implementation actions and performance tracking. A non-mandatory pre-proposal meeting is scheduled for May 12, 2026.
