Conduct initial treatments in 2026 and follow-up treatments in 2027.

Limit vehicular access to paved roads, limestone trails, or approved routes.
Mix chemicals and fill sprayers outside natural areas over a plastic tub to collect spills; report and clean spills immediately.
Properly dispose of empty herbicide containers.
Clean all equipment and work clothing to prevent the spread of weed seeds.
Return keyed access prior to payment.
Forward all public or news media questions to the Primary Job Coordinator.
Maintain General Commercial Liability insurance ($1,000,000 per occurrence, $2,000,000 annual aggregate).
Maintain Auto Liability insurance ($1,000,000 per occurrence).
Maintain Worker’s Compensation Insurance as required by law.
Complete and submit a daily work log with each invoice.
Notify the Primary Job Coordinator 24 hours before beginning work.
Provide weekly email updates on planned and completed work.
Achieve a 95% kill rate of all target species; provide follow-up treatment at no additional cost if not met.
Replace Field Crew Leader or Laborer if work performance is unacceptable.
Vendor and all workers must possess valid Illinois Department of Agriculture Commercial Herbicide Applicators or Operators licenses.
Demonstrate familiarity with local native and exotic plants for identification and selective removal.
Ensure herbicide applicators wear appropriate protective clothing.
Vendor's owner and/or primary field contact must have a minimum of two years of professional experience in herbicide use and natural area management in Illinois, including specific natural community types.
At least 50% of onsite staff applying herbicide must have a minimum of two years of professional experience in herbicide use and natural area management in Illinois, including specific natural community types.
Prime Contractor must complete a minimum of 51% of the work.
Subcontractors must meet all vendor/staff qualifications.
Subcontracts with an annual value of $100,000 or more require Illinois Standard Certifications and Financial Disclosures.
Perform all services within the United States.
Pay employees prevailing wages when required by law.
Comply with all applicable Federal, State, and local laws, rules, ordinances, regulations, and permit requirements.
Not be delinquent in the payment of any debt to the State.
Collect and remit Illinois Use Tax on all sales of tangible personal property into the State of Illinois.
Not be barred from contracting due to environmental violations, bribery, bid rigging, or other prohibited conduct.
Comply with the Drug Free Workplace Act.
Comply with the Illinois Department of Human Rights Act.
Comply with the Illinois Information Technology Accessibility Act Standards (if applicable).

Initial treatment of herbaceous species shall occur in 2026 with a follow-up treatment in 2027.

Herbicide application for cattails and phragmites shall be conducted in August through September.

Herbicide application for all other herbaceous species shall be conducted in April-October.

Herbicide application for woody species shall be conducted in July-March.

Work shall be completed by December 31st, 2027.

The final invoice must be submitted to IDNR by January 15th, 2028.
