DESCRIPTION


The State of California is seeking a vendor to provide a comprehensive bar examination software solution. The platform must perform reliably under high load, minimizing typing lag and ensuring robust crash recovery. It should offer a text editor as the answer field with features such as cut, copy, paste, undo, redo, spell check, and adjustable field size for candidates’ responses to essay questions and performance tests.

Additional required functionalities include allowing highlighting and annotation within the answer field, automatic saving of candidates' work at least every 60 seconds, and seamless navigation between exam questions within each test session. The solution must display a timer with the candidate’s remaining exam time that is always visible (unless intentionally hidden by the candidate). The system must maintain functional integrity by consistently delivering its features as designed, handle errors gracefully, and be robust under varying conditions.

Vendors may submit questions about the RFP up to March 19, 2026. The initial contract term will be for one year.
