The State of California is seeking a vendor to provide a managed Ballot Tracking System (BTS) as a Software-as-a-Service (MSaaS) solution for all 58 counties. The system must manage and track vote-by-mail (VBM) ballots, enabling voters to follow their ballot through the mailing process and receive updates on processing by county election officials.
The solution should support receiving and processing data extracts with multiple prescribed reason codes and delivery times for all communications, such as missing voter signatures, ballots missing from envelopes, ballots not received on time, deceased or cancelled voters, undeliverable ballots, and similar statuses. The system must also allow authorized users to upload files as needed and facilitate outgoing notifications to voters through their preferred communication channels, including email, text message (SMS), or voice message from county election officials.
The initial contract will cover a period of three years.
