Seeking a vendor to renew Axway Secure Transport (Managed Cloud) software subscriptions under a one-year contract.

If claiming Small Business or Non-Small Business Preference, complete and submit Attachment 6 and provide a description of the subcontractor's commercially useful function (if applicable).
If claiming DVBE Incentive, complete and submit Attachment 7 (DGS PD 843).
If utilizing a DVBE subcontractor, submit Attachment 8 - DVBE Subcontractor Agreement, signed by both prime and DVBE subcontractor.
If including a certified small business and/or DVBE subcontractor, submit Attachment 9 - Commercially Useful Function explanation.
If claiming Target Area Contract Preferences Act (TACPA), complete and submit Attachment 10 (Std. 830, DGS PD 525, DGS PD 526).
Complete and submit Attachment 11 - Public Contract Code 2010 Certification.
Acknowledge acceptance and compliance with Federal Motor Carrier Safety Administration Non-Discrimination Assurances by signing Attachment 1.
Submit Attachment 13 - California Secretary of State's listing or Fictitious Business Name listing (if applicable).
Submit Attachment 14 - Recycled Content Plastic Trash Bag Compliance Form.
Maintain Technology Errors & Omissions Insurance, including Cyber Liability coverage, with limits of not less than $1,000,000 per occurrence and $1,000,000 aggregate.
Insurance policy must include an additional insured endorsement naming the State of California.
Protect DMV information by implementing controls compliant with California State Administrative Manual (SAM), National Institute of Standards and Technology (NIST), Federal Information Processing Standards (FIPS), Government Code, Vehicle Code, and California Information Practices Act (IPA).
Personnel accessing DMV information must undergo a thorough background check.
Ensure all users sign an annual confidentiality statement.
Ensure all users receive annual information security and privacy awareness training.
Conduct annual risk assessments on all Contractor systems processing DMV information.
Immediately notify the DMV CISO/Designee of any actual or suspected security event involving DMV information.
Destroy DMV information when no longer needed or within 10 calendar days of agreement termination, in accordance with NIST SP 800-88.
Encrypt confidential, sensitive, or personal information in accordance with FIPS 140-3.
Install and actively use endpoint protection with automatic daily updates on all Contractor systems processing DMV information.
Remediate critical vulnerabilities within 3 business days, high within 21 days, medium within 60 days, and low within 90 days.
Protect Contractor systems accessible via the Internet with a comprehensive intrusion detection and prevention solution.
Display a warning banner on Contractor systems for DMV information.
Assign uniquely identified accounts to all users accessing DMV information.
Implement password controls requiring a minimum of 15 characters, including one from each of four groups (uppercase, lowercase, Arabic numerals, non-alphanumeric).
Change passwords at least every 180 days.
Immediately disable or delete user accounts upon personnel termination or change in duties.
Enable multi-factor authentication for all Contractor system users accessing DMV information.
Configure session lock to initiate after no more than 10 minutes of inactivity.
Notify DMV 30 days prior to any changes to systems, hardware, software, applications, file structure, data, or record layout.
Maintain an audit trail and record data access of authorized users.
Comply with Executive Order N-6-22 regarding Economic Sanctions Against Russia.
Notify the State if Generative Artificial Intelligence (GenAI) will be provided as a deliverable or utilized to complete deliverables that materially impact functionality, risk, or contract performance.
