DESCRIPTION


The government authority in Hawaii seeks a vendor to provide aviation channeling services, including the processing of fingerprint-based criminal history records and security threat assessments. The selected provider must be capable of capturing fingerprint and other required information for electronic upload to the Transportation Security Administration.

Vendors must support the scanning of fingerprint cards and capture FBI IQS-certified 500 ppi fingerprints, whether slap, flat, or rolled. Systems should provide automatic segmentation of four-slap and two-thumb fingerprint images within flat images, as well as image quality checking during the scanning process. Additionally, providers must be able to generate detailed reports of all system transactions, available for specified periods (daily, weekly, monthly), and support report printing.

A user-friendly web interface (compatible with Internet Explorer) is required for accessing channeling service status reports and file extract screens. The service must also be integrated with the Identity Management System (IDMS), automatically transmitting all biographical, biometric, and badge data without manual input from airport staff. The system must alert users to any data transmission errors or failures.
