Currently, citations are handwritten using carbon copy ticket books, with manual data entry and documentation submission, and the process requires significant staff time due to insufficient staffing and no plan to increase staff.

The objectives include streamlining the ticketing and collections process, with an emphasis on implementing digital citation issuance using GPS-tagged photo evidence, automated registered owner lookups, automated mailing of violation letters, and providing online payment and appeal portals for citizens. The system should also enable robust tracking of unpaid citations and manage the escalation process for revenue recovery. Respondents are expected to describe their level of automation, cost structure, and digital workflow capabilities. The intended contract period is one year, and all vendor questions must be submitted by March 25, 2026.

This Request for Information is intended to help the agency compare potential solutions, assess available automation, and understand associated costs. The ultimate goal is to transition from manual processes to an integrated and automated lifecycle for parking enforcement and citation management.
