This RFP seeks a vendor to provide automated clearing house (ACH) services for a government authority in Austin, Texas. The service provider will facilitate secure data transfer through a file transfer protocol utilizing a transmission control protocol/internet protocol (TCP/IP) communications link, enabling the comptroller to send encrypted input files to the vendor's data communications center.
Vendors must implement robust security procedures that cover data encryption, message authentication, physical backup security, access controls, risk management, and personnel security. In addition to the primary method, an additional secure internet-based ACH origination solution is required, along with at least one backup method for secure data transmission. Business continuity planning is essential, including processes for handling credit and debit returns if the primary system is unavailable. The vendor must also provide the comptroller with monthly files of financial institution information and have the capability to electronically receive and confirm receipt of files with each transmission, including on federal banking holidays not recognized by the State of Texas. A process must be in place for crediting funds from successful reversals.
