The government authority in South Carolina is seeking a vendor to provide an automated call service system capable of mass notifications through calls, emails, and text messages. The system must allow users to send bulk email notifications and track read or unread statuses, send mass text messages with opt-out options and reporting functionality, and facilitate automated call campaigns averaging 20,000 calls per month. Call recipients must have the option to connect to a live agent, who will be a member of the Housing staff, after message playback.
Additional requirements include the ability to record, name, and save messages until deletion by the user, pre-selected voice messaging options, and a user portal for independently managing and uploading notification campaigns. The system should support uploading call logs using various file formats such as Excel or text, allow typing automated messages and selecting different message styles, as well as recording personalized voice messages.
The initial contract period is one year. All questions regarding this RFP must be submitted by April 24, 2026.
