Submit proposal in a sealed envelope with one original and one duplicate copy
Properly label the proposal envelope
Comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.
Submit Affirmative Action Evidence (Certificate of Employee Information Report or Form AA-302)
Comply with Americans with Disabilities Act (ADA)
Purchase American goods and materials where available and practical
Comply with New Jersey Anti-Bullying Bill of Rights Act
Comply with Anti-Discrimination Provisions (N.J.S.A. 10:2-1)
Submit a valid Business Registration Certificate
Provide State Comptroller with prompt access to all relevant documents and information
Maintain all documentation related to products, transactions or services for five years
Employees in regular contact with students must have criminal history background checks
Not be debarred, suspended, or disqualified from contracting with federal or state agencies
Sign all required documents with original blue ink signatures
Submit a completed and signed Chapter 271 Political Contribution Disclosure Form
Submit a completed and certified Disclosure of Investment Activities in Iran Form
Submit a notarized Non-Collusion Affidavit
Provide Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 general aggregate
Provide Automobile Liability insurance with $1,000,000 combined single limit
Provide Cyber Security and Privacy Liability insurance with $1,000,000 per occurrence or claim
Provide Professional Liability insurance with $1,000,000 Errors & Omissions and $3,000,000 Aggregate
Provide Workers Compensation Insurance with $1,000,000 each accident, $1,000,000 policy limit, $1,000,000 each employee
Indemnify the Board of Education against claims and expenses
Firm must employ a minimum of three Certified Public Accountants licensed for at least five years
Firm must employ a minimum of three Public School Accountants licensed and qualified for at least five years
Firm must have a minimum of ten years' experience providing auditing services to New Jersey K-12 public school districts
Firm must have a minimum of three years' experience providing auditing services to a Type I School District with a Board of School Estimate
Auditing of District's accounts must be performed by a Registered Municipal Accountant or Certified Public Accountant of New Jersey with a current and active registration license as a Public School Accountant
Provide three letters of recommendation from public school districts in New Jersey, with one from a Type I School District
Maintain a current principal office within the State of New Jersey
Submit a fee schedule including a lump sum for annual audit and hourly rates for other services

$50,000 – $200,000

Preliminary field work to commence during July 2026.

Annual audit field work to be completed prior to September 30th, 2026.

Draft of the annual audit report to be completed by October 31st, 2026.

Audit to be completed and presented on or about December 1st, 2026.

Submission Due Date: March 31st, 2026 at 10:00 a.m.
