Arizona is soliciting audit services for financial statements from 2026 through 2030 under a one-year contract.

Auditors must be properly licensed certified public accountants or persons working for a licensed certified public accounting firm according to Government Auditing Standards (GAS).
Audit firm must meet the independence requirements of GAS.
Audit firm must not have a record of substandard audit work for the last five years.
Audit firm must have an external quality control review performed at least every 3 years in accordance with GAS.
Audit firm must meet the continuing education requirements of GAS (80 hours every 2 years, with at least 20 hours in any 1 year and 24 hours in government-related subjects).
Firm must provide a Certificate of Insurance (COI) with required coverages, listing the District as an Additional Insured.
Firm must not require any additional agreements beyond the Sample Contract Draft provided.
Firm must perform clearances such as registered sex offender, fingerprint clearance, and drug-free screening, or disclose if these operations are not conducted.
Provide a minimum of three references for similar work, preferably from school districts or public entities.
Authorized contact must certify that the information given in the Questionnaire is true, accurate, and complete.
Firm, its principals, owners, officers, major stockholders, affiliates, or persons involved in the bidding/contracting process must not have been subject to specific legal or administrative proceedings (e.g., judgment/conviction for business-related crimes, criminal investigation/indictment, unsatisfied judgment/lien, civil/criminal violation investigation, grant of immunity, contract suspension/termination for cause, debarment, denial of award for non-responsibility, administrative proceeding/civil action for specific performance/restitution, willful violation of public works/labor law, or sanction on professional license) within the past five years.
Vendor must be in good standing with its primary financial institution.
Vendor must not have failed to file returns or pay any applicable federal, state, or local government taxes during the past three years.
Offeror must not have filed (or had filed against it) any bankruptcy or insolvency proceeding, or undergone the appointment of a receiver, trustee, or assignee for the benefit of creditors in the past ten years.
Comply with all federal, state, and local immigration laws and regulations, including E-Verify requirements.
Offshore performance of work is prohibited for services directly serving the District and involving access to secure or sensitive data.
Contractor must maintain good standing with the Arizona Corporation Commission (ACC).
Offeror must not engage in lobbying activities with District personnel or Board Members related to this solicitation.
Offeror must not have any potential conflict of interest or relationship with District employees, officials, or Governing Board members.
Offeror must not offer or make any gratuities to District officers or employees.
Offeror must not engage in collusion or other anti-competitive practices.
No employee or subcontractor employee adjudicated as a registered sex offender will perform work when students are present.
Comply with the Family Educational Rights and Privacy Act (FERPA).
Comply with the Export Administration Act.
Not currently engaged in, and agrees not to engage in, a boycott of Israel.
Not use forced labor, or goods/services provided by forced labor, of ethnic Uyghurs in the People’s Republic of China.
