Provide resumes of personnel committed to the engagement, including CPA licensure in Missouri, governmental auditing experience, CPE, and professional memberships
Disclose any claims or ethical complaints filed against the Respondent in the last five years
Perform audits in accordance with GAAP, GAO Government Auditing Standards (1994), federal Single Audit Act of 1984 (as amended in 1996), OMB CFR Part 200, applicable Missouri laws and regulations, and DESE requirements
Express opinions on the fair presentation of the District's basic financial statements
Perform limited procedures on required supplementary information
Provide an 'in-relation-to' opinion on the schedule of expenditures of federal awards
Examine all financial, transportation, and attendance records
Review and test the system of administrative control over compliance with federal laws and regulations
Report irregularities and illegal acts immediately in writing to the Superintendent and Board of Education
Inform the Board of Education about auditor's responsibilities, accounting policies, management judgments, audit adjustments, disagreements, major issues, and difficulties
Conduct a presentation to the Board of Education and meetings with the Audit Committee
Retain all working papers and reports for a minimum of three years
Respond to reasonable inquiries of successor auditors and allow review of working papers
Identify and describe anticipated potential audit problems and proposed resolutions
Prepare draft financial statements, footnote disclosures, and supplementary information as a non-audit service
Propose a 'not-to-exceed' fee for the audit on the modified cash basis of accounting
Provide an hourly rate for assistance in converting financial data from modified accrual to modified cash
Provide an hourly rate for internal control review and recommendations as a separate function
Be retained for an initial 5-year period with annual evaluations
Certify that the company is not suspended or debarred from holding business with any Federal or State entity
Enroll and participate in the United States E-Verify federal work authorization program
Affirm not knowingly employing any unauthorized alien in connection with services provided to the District
