Audit services are required for a government authority in Richmond, VA, covering three fiscal years starting with June 30, 2026.

Perform annual financial and compliance audits for Hampton Roads Transportation Accountability Commission (HRTAC) and Central Virginia Transportation Authority (CVTA).
Provide as-needed audit services related to bond issuances for HRTAC and CVTA.
Maintain independence from HRTAC and CVTA as defined by Government Auditing Standards.
Be properly licensed as a Certified Public Accountant in Virginia.
Ensure staff meet American Institute of Certified Public Accountants (AICPA) continuing education requirements.
Adhere to AICPA peer review standards.
Engagement team members must reside and work in the United States; no offshoring.
Obtain APA approval for any replacement engagement team members.
Demonstrate extensive experience in financial and compliance audits using fund accounting methods.
Demonstrate extensive experience auditing Virginia political subdivisions and similar entities.
Demonstrate extensive experience with laws and regulations for non-profit, tax-exempt organizations.
Demonstrate extensive experience issuing comfort letters for bond issuances.
Demonstrate extensive experience assessing accounting treatment and financial statement display for complex governmental entity financing.
Possess sufficient staff to complete audits and reports within 75 days of fiscal year-end.
Submit a Small Business Subcontracting Plan.
Register in the eVA Procurement Portal.
Comply with anti-discrimination provisions.
Certify compliance with the Immigration Reform and Control Act of 1986 regarding unauthorized aliens.
Certify not debarred by the Commonwealth of Virginia.
Certify proposals are made without collusion or fraud.
Maintain specified insurance coverages including Workers' Compensation, Employer's Liability, Commercial General Liability, Automobile Liability, and Accounting.
Provide a drug-free workplace.
Be authorized to conduct business in the Commonwealth of Virginia (State Corporation Commission registration).
Ensure civility in state workplaces by contract workers.
Retain all books and records for five years after final payment or until audited.
Provide copies of peer review reports and letters of comment within 10 business days of receipt.
Obtain prior written consent from APA for any subcontracting.
Do not declare the entire proposal document as proprietary information.
Participate in the E-Verify program if applicable (more than 50 employees and contract over $50,000).
