The procurement seeks a vendor to provide an audit management system capable of managing workflows for control design, implementation, review, and approval. The system must offer templates for documenting objectives, risks, and controls supporting multiple financial auditing frameworks. It should enable users to document controls thoroughly, perform universal risk assessments to guide audit frequency and type, and support the documentation and tracking of risk incidents—including root cause analysis and resolution.
Additional requirements include templates and checklists for audit findings and evidence, customizable audit reporting based on risks and findings, tracking of audit issues, recommendations, and monitoring corrective action status. The system must feature internal control mechanisms and audit trails for transparency and accountability, with detailed tracking and reporting of access, transactions, modifications, and deletions. Security requirements mandate FIPS 140–2/3 compliant encryption for data at rest and in transit, authenticated and reported communications between application components, and thorough segregation of components via security controls such as firewall rules and API gateways. The solution must be operational on supported OS and applications, and user-uploaded files should be stored securely outside the web root.
Questions regarding the RFP must be submitted by April 29, 2026. The anticipated contract period is three years.
