Audit Assurance and Advisory Services

The government authority in Washington is seeking a vendor to deliver audit assurance and advisory consulting services to promote compliance, risk management, and program enhancement.

Provide on-call audit assurance and advisory consulting services.
Ensure compliance with federal, state, and local regulations for internal controls, oversight, and fraud prevention.
Assist with enhancing programs related to governance, risk management, internal controls, information security, and data governance.
Advise on regulatory compliance, financial management, funding, infrastructure planning, quality management, business continuity, disaster recovery, grant administration, procurement, contract management, and disadvantage business enterprise programs.
Meet a Small Business Goal of 10% of the Total Proposed Price.
Submit proposals electronically in .pdf format via the Sound Transit Vendor Portal.
Ensure proposals are ADA compliant and accessible.
Limit the body of the proposal to 30 pages (15 double-sided sheets), excluding required submittals and individual résumés.
Use only the provided proposal forms without modification.
Demonstrate specialized experience and technical competence of the firm and key individuals.
Provide a Price Sheet with maximum fully burdened rates for all roles and resources.
Propose pricing for the initial three-year term and escalation for two option years.
Demonstrate firm's capacity, available resources, and understanding of Sound Transit's needs.
Submit an organizational chart for the project.
Provide a DBE/Small Business Digital Utilization Plan (Proposal Form No. 3).
Demonstrate commitment to Equal Employment Opportunity (EEO) and submit EEO Program Documentation (Proposal Form No. 4) and Staffing Plan.
Accept contract terms and conditions outlined in Exhibit A without modification for additional evaluation points.
Designate and clearly label confidential materials.
File evidence and certificates of insurance.
Comply with data security and confidentiality requirements.
Demonstrate expertise in technical and professional service areas including regulatory compliance, financial management, infrastructure planning, fraud prevention, information security, workforce planning, enterprise risk management, and civil rights.
Staff engagements with professionals possessing relevant audit and assurance certifications (e.g., CPA, CIA, CISA, CFE, CGAP, CRMA) and experience.
Maintain and utilize professional tools, methodologies, and resources meeting industry standards.
Provide objective, evidence-based reports and recommendations, advisory briefings, action plans, and presentations.
Communicate and track engagements, including resumes, qualifications, and status.
Deliver timely and accurate administrative and tracking support for task orders.
Adhere to applicable federal, state, and local requirements governing Sound Transit's operations, funding, and oversight obligations.
Conform to professional standards like IIA International Standards for the Professional Practice of Internal Auditing and GAGAS.
Demonstrate knowledge of and compliance with federal and state regulations (FTA, FRA, USDOT, IIJA, Washington State laws).
Conduct engagements with independence, integrity, and objectivity, free from conflicts of interest.
Safeguard sensitive, proprietary, and personally identifiable information.
Maintain complete documentation of work, findings, and recommendations.
Disclose any existing, potential, or perceived conflicts of interest.
Have policies to identify, manage, and mitigate conflicts of interest.
Provide services during normal working hours (7:30 AM to 5:00 PM PST) excluding weekends and federal holidays.
Maintain expected quality of services.
Use web accessibility standards (WCAG 2.1) for web-based learning options.
