New York government authority seeks a public accounting firm for a five-year audit engagement, starting with the June 30, 2026 fiscal year.

Submit an original and four complete copies of the proposal.
Include all information required by Part II – Specifications.
Include Proposal Security (either a deposit of no less than 2% of total proposal price or a bond of no less than 10% of total proposal price).
Proposal bond must be from a surety listed in U.S. Treasury Department Circular 570, approved by New York State, and authorized to transact business in New York State.
Include Part III – Proposer Questionnaire and Certification of Proposal.
Include the RFP document and any Addenda.
Proposal must be completed in the legal name of the company and signed by an authorized person.
Proposal must be sealed and clearly state company name, address, RFP title, and due date/time.
Submit a Cover Letter on official business letterhead, including notarized signature of an authorized official and a statement that the proposer and subcontractors meet minimum RFP requirements.
Submit four paper copies and one electronic copy (MS Office 2003 compatible, optical disc or USB drive) of Volume I (Technical and Management Proposal).
Submit two paper copies of Volume II (Price Proposal).
Provide an organization chart for the project, indicating responsibilities and reporting chains for key personnel (Partners in Charge, Senior Managers, Staff auditors/accountants), with qualifications and minimum qualifications for each position.
Provide a staffing plan addressing personnel allocation by phase/task, level of effort, and audit continuity.
Direct, prior experience in auditing not-for-profit organizations in higher education is required for the contractor and any subcontractors.
Demonstrate familiarity with FASB pronouncements, IRS Form 990 series, and Form CHAR 500.
Provide a list of at least five audit engagements (three in higher education, two current, three within the last three years).
Include two separate client references for each identified engagement.
List professional organizations to which the proposer and any subcontractors belong.
Provide results of any peer reviews of the proposer and subcontractors' audits during the past three years.
Provide information on circumstances and status of any disciplinary action taken or pending against the proposer and subcontractors during the past three years.
Complete and submit 'Offeror's Affirmation of Understanding of and Agreement pursuant to State Finance Law §139-j (3) and §139-j (6) (b)' (Form 2).
Complete and submit 'Offeror's Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k' (Form 3).
Complete and submit Diversity Practices Questionnaire (Form 4).
Complete and submit Supplier Diversity (MWBE/SDVOB) Utilization Plan and/or Request for Waiver (Form 5).
Complete and submit RFP Checklist (Form 6).
Proposer must not withdraw proposal for 180 calendar days after Proposal Due Date.
Proposer must certify compliance with State Finance Law §139-j and §139-k regarding non-responsibility findings.
Proposer must certify having a written policy addressing sexual harassment prevention and providing annual training.
Proposer must certify institutional policies prohibit harassment and discrimination based on protected characteristics.
Proposer must certify commodities, services, and technology meet approved green procurement specifications.
Proposer must certify no knowing violation of law in preparing or submitting the proposal.
Proposer must certify all statements in the proposal are true, complete, and correct.
Proposer must certify no direct or indirect interest from CUNY, State, or City employees/officials in the RFP, proposal, or contract.
Proposer must certify not currently in default on any CUNY, State, or City contract or debt/tax, and not declared in default within the past three years.
Proposer must certify that neither the proposer nor its principals have been found guilty or pleaded guilty to a crime/misdemeanor, and no criminal proceeding/indictment is pending.
Proposer must certify no conflicts of interest with CUNY, its governing bodies, committees, or employees.
If using former CUNY/NYS employees (within last two years), must obtain JCOPE opinion approving participation.
Proposal is a firm offer for a 270-day period from the Proposal Due Date.
Proposer and subcontractors must meet all minimum qualifications described in the RFP.

Projected date of response to questions is March 23rd, 2026.

Proposal submission due date is April 6th, 2026.
