A government authority in Texas is seeking a vendor to provide asset re-lifing services encompassing both personal and real property assets tracked in the agency's PeopleSoft Asset Management submodule (PSAM). Included assets cover clinical and biomedical equipment, research and laboratory equipment, IT hardware and related technology, movable equipment, componentized and non-componentized buildings, and infrastructure. Intangible assets are excluded from this scope.
The selected vendor will evaluate existing capital assets and their current depreciation schedules, develop comparison schedules (current vs. proposed depreciation) for each analyzed asset, and quantify the fiscal impact of suggested useful-life adjustments. The methodology must consider factors such as failure history, utilization patterns, maintenance cycles, and peer benchmarking, especially with healthcare and academic medical centers. All assumptions, models, and decision rules must be clearly documented. Additionally, the vendor will generate an asset useful life guide to inform future asset service placements. The contract will be for a two-year term. A pre-bid meeting is scheduled for May 5, 2026, and all clarifying questions should be submitted no later than May 14, 2026.
