DESCRIPTION


The government authority in San Francisco, California seeks a qualified vendor to provide support services for its asset management program. The selected vendor will conduct an assessment of current asset management practices, recommend strategic improvements, and assist with the development of tools, plans, and training designed to enhance data-driven investment decisions within the department.

Key tasks include evaluating the department's resource planning process within the broader city capital planning and budget framework, identifying gaps and inefficiencies, and proposing actionable steps to improve transparency and goal alignment. The vendor will also assess the asset management program against industry standards, collaborate on the creation of asset management plans for six prioritized categories (such as paving/streets, curb ramps, trees and landscape, street structures, fleet and equipment, and facilities), and conduct a lifecycle costing analysis pilot for a selected asset class. This pilot aims to demonstrate the value of lifecycle analysis and promote its adoption organization-wide.

A pre-proposal conference is scheduled, and the contract term will span three years.
