DESCRIPTION


The government authority in Chico, California seeks a consultant with proven expertise in asset management, data collection technologies, capital planning, and pavement evaluation. The selected consultant will review the city's GIS toolbox for missing or unlinked street sections, digitize them as necessary, and ensure new neighborhood streets are added to the GIS system.

All field inspection data collected is to be entered into the pavement management database. The consultant will conduct budget analyses using pavement management program methodologies, such as a treatment decision tree, to establish treatment strategies for each pavement section based on functional class, surface type, and condition rating. They are expected to develop budget scenarios and prepare a draft Capital Improvement Program (CIP) plan. Additionally, field distress survey training will be provided as part of the service.
