The government authority in New York is seeking proposals for comprehensive asset liability management (ALM) study services. The selected vendor will conduct in-depth stochastic projections of the agency's assets and liabilities over long-term horizons to support strategic decision making.
Key responsibilities include evaluating the Fund’s current and alternative asset allocations to assess long-term risk return trade-offs in alignment with the Fund’s liabilities and risk appetite. The vendor will develop and assess long-term strategic asset allocations and recommend a reference portfolio framework to serve as a long-term policy anchor for the Fund.
The scope of work also encompasses analyzing the reasonableness of the Fund’s long-term investment return assumptions across various modelled outcomes, evaluating if contribution requirements align with the Fund’s funding objectives over time, and reviewing funded status and solvency under multiple economic, financial, and demographic scenarios. Additionally, the vendor will identify and assess key long-term financial risks facing the Fund, such as market, inflation, currency, liquidity, and other balance sheet risks.
