DESCRIPTION


The client seeks a vendor to provide asset implementation software capable of creating penalty notices for parking and other designated by-laws. The system should capture violation information including code, GIS-based location, date and time, officer identification, vehicle and plate details, make and model, photos, and notes. It must support multiple service methods for penalty notices—affixed to vehicles, in-person, mail, or email—and log the method and proof of service.

A mobile officer application is required, capable of operating online and offline, with integrated camera functionality. Notices should include barcode or QR for self-service payment or dispute resolution. The software must support the creation, assignment, and tracking of work orders, ability to prioritize them, and provide a workflow for work order status progression. Work orders and requests can be created without an associated asset and must integrate with CRM systems, such as Salesforce.

The solution must allow assigning technicians and staff, balancing workloads, managing labor, hours, and shifts, and planning work division between contractors and in-house teams. Work orders should support sub-tasks assignable to different groups. The contract is for a one-year period. Questions regarding the RFP must be submitted by May 4, 2026.
