DESCRIPTION


The government authority in Maine is seeking a vendor to assess its Renewable Portfolio Standard (RPS). The scope includes developing a comprehensive Regional RPS Summary, covering policy and program overviews, statutory goals, eligible resources, definitions of Renewable Energy Credit classes and their contributions to the overall target, certification processes, alternative compliance payments, applicable regulatory mechanisms, and overall market context.

The selected vendor will facilitate a robust stakeholder and public comment process, including conducting opportunities for feedback on the benefit–cost methodology, interim report, and near-final report. Responsibilities also include developing and proposing a benefit–cost methodology specific to Maine’s RPS, hosting a public webinar to gather input, finalizing the methodology in response to public feedback, and preparing a detailed appendix for the final report outlining the methodology applied.
