The government authority in St. Charles, Missouri is seeking a consultant to support the design, development, and implementation of an arterial management interface. The selected consultant will oversee project management and provide comprehensive training for the interface system, which will enhance the management and coordination of arterial corridors within the region.
Key responsibilities include developing signal timing diversion plans, designing and developing a web-based user interface that provides access to guidelines, informational videos, operational scenarios, traffic models, timing reports, and necessary agency platforms. The consultant will also facilitate the integration of timings and systems and create application programming interfaces (APIs) for end-users, enabling interaction with third-party navigation and mapping applications, especially during incident response situations.
Additional deliverables involve providing a complete copy of the arterial management interface on an external drive and hosting the user interface as both a web and HTML site. The project scope further includes deploying a user alert application or messaging relay, developing a geo-database containing roadway, route, and signal location information, and creating directional incident response plans tailored by time of day. These resources should support ease of use and maintenance, as well as compatibility with export into other relevant systems.
