The U.S. Army Corps of Engineers (USACE) Norfolk District is seeking responses from qualified Small Business 8(a) firms for construction management services and quality assurance for the Southern Expansion of Arlington National Cemetery in Arlington, Virginia. This effort supports ongoing and upcoming projects to expand and enhance the operational footprint of the cemetery.
The scope of work may include oversight for Phase II, which involves constructing a new Operations Complex featuring service facilities, an office building, a warehouse, maintenance bays, a parking structure, and associated infrastructure work to link the new complex with the existing cemetery. This phase also requires installation of internal drives, water and communications connections, stormwater systems, and security fencing. Phase III, anticipated for contract award in February 2026, aims to add approximately 50 acres to the cemetery, increasing burial capacity by 80,000 interments. This phase involves substantial sitework, roadways, walkways, and extensive landscaping consistent with Arlington's status as a Level III arboretum.
Interested firms must possess active 8(a) certification, demonstrate recent (within three years) eligibility, and have specialized experience providing construction management and quality assurance for Department of Defense projects. Respondents should be registered under NAICS 541330 (Engineering Services) as a qualified small business. Firms are asked to submit a capabilities statement outlining their experience and qualifications relevant to the specified construction disciplines, along with business credentials and points of contact.
