The U.S. Army Corps of Engineers (USACE) New England District is seeking information from qualified Architect–Engineer (A–E) firms interested in providing Hazardous, Toxic, and Radioactive Waste (HTRW) services under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This announcement aims to gauge the interest, capacity, and capabilities of both large and small firms—including 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned, and Small Business concerns, as well as unrestricted large businesses. The planned contract will be a Multiple Award Task Order Contract (MATOC) with up to six awards—at least three for small businesses—and a combined total contract value up to $49,000,000 over five years.
Scope of work may include site inspections, remedial investigations, feasibility studies, proposed plans, records of decision, engineering evaluation and cost analysis, remedial and removal designs, removal and interim removal actions, and other remedial actions at HTRW sites. These may involve work under EPA Superfund, DoD Base Realignment and Closure (BRAC), Defense Environmental Restoration Program (DERP), and other federal programs. Firms must comply with relevant federal statutes and regulations, including DERP, CERCLA, applicable Executive Orders, and Department of Defense/Army policies. Work will primarily be located in the six New England states, with possible assignments throughout the USACE North Atlantic Division, including New York, Pennsylvania, New Jersey, Delaware, Maryland, Virginia, West Virginia, and Washington, DC.
Interested companies are requested to submit information detailing their business size, status, personnel, experience, and qualifications to assist the government in determining acquisition strategy. This is a sources sought announcement and not a solicitation for proposals; formal solicitations are anticipated in the fall of 2026, with contract awards planned for summer 2027.
